How to appeal a Excel Parking Services parking charge

Excel Parking Services issues Parking Charge Notices on private land. These are invoices under contract law, not fines. Excel Parking Services is listed as “Excel Parking Services Ltd” on the International Parking Community (IPC) accredited-operator list (checked 2026-09-18), so it must follow the Private Parking Sector Single Code of Practice and, if it rejects your appeal, must offer you a free second-stage appeal to IAS (Independent Appeals Service).

  • Stage 1 — Excel Parking Services. Appeal within 28 days of the notice. The operator must reply within 28 days or tell you when it will (Code §8.4.1). Do not pay first: payment ends the right to appeal (§8.1.2).
  • Stage 2 — IAS (Independent Appeals Service). Free, within 28 days of the rejection, using the code in the rejection letter. Enforcement must pause while it is decided and the operator must accept the result (§8.4.8–8.4.9).
  • Discount. At least 40% off if paid within 14 days (§8.2.2). Appeal within 28 days and the discount must stay open for 14 days after a rejection (§8.1.2(e)).
Grounds that commonly apply to Excel Parking Services notices
  • Keeper liability. In England and Wales a camera-issued notice must reach the keeper within 14 days of the parking event (POFA 2012 Sch 4 para 9); after a windscreen ticket the window is days 29–56 (para 8). Outside it, the keeper is not liable. In Scotland and Northern Ireland keepers cannot be held liable at all.
  • Grace period. A charge must not be issued during the minimum 10-minute grace period after your time expires (Code §5.2, Annex B).
  • Keying errors. Paid but mistyped the registration? A minor slip must be cancelled; a major one reduced to £20 (Code Annex F).
  • Signage. An entrance sign and legible terms are required (Code §3.1); without them no contract is formed.
  • Amounts. No more than £100, no more than £70 added once overdue, one charge per day per parking event (Code §8.2, §8.4).

Which of these fit depends on your dates and facts — we do not know them until you run the check, and we never assume.
